Pieces of paper can get stuck between the gears of the paper feed and hence cause this issue. A paper jam inside the printer can also cause this issue. You can get Epson error code 0xf3 due to jammed or detached ink vacuum tubes in Epson printer.

1Eb means no black ink, 1Ec means no colour. Change the cartridges and you should be good. you will need Epson cart numbers: T007 Black T008 Colour

Did you set it up using Epson's receipt printer drivers? If so, right click on it and choose properties. Under the PORT tab, check and make sure it is set for proper port (LPT1, COM1, USB, etc). If you make changes, click APPLY, then OK. Then Right click, PROPERTIES, Print test Page. If you can't get test page to print, your wasting your time sending codes to printer.
